Detectives had been searching the area where Phillips was last seen, looking for surveillance video and following tips that could help determine what happened after he became separated from his friend, Diaz told the station.
Members of Phillips' family had traveled to Cleveland to search for him, while Cleveland Missing helped provide fliers and other assistance, Colon previously told Fox News Digital.
It remains unclear what happened to Phillips after he became separated from his friend or how he ended up in the Cuyahoga River.
